I'm not sure which environment the browser will comply with, however it's unlikely to be steady between browsers and versions.Our investigations have shown us that not all browsers regard the HTTP cache directives in a very uniform way.1 Resolution is to go a timestamp to guarantee ie thinks it's a different http service request.
